Any governor with a city targeted by ICE should be calling out their national guard to protect their citizens and enforcing state and federal laws that ICE is violating.
Finally a plan that is not a bunch of slow moving lawsuits that will ultimately get overturned by the Bought Supreme Court. Another part of the plan should be a national strike and blackout/ boycott all companies that support this regime (including providing a list of companies that are OK to shop at like Costco so that people know where to shop instead of just stocking up before and after the dates of the blackout).
