Essentially it does give the authority to the administration and El Salvador to do what they want They only have to make 'efforts" but they don't have to produce a result
That's because the SCOTUS is composed of a majority of corrupt fascist stooges. They see themselves as the law not the constitution they swore to uphold. With them in control there really is no law.
